जिनकी राह मुश्किल है उनके लिए सरकार ने बनाई खास योजनाएं
शारीरिक या मानसिक विकलांगता के साथ जिंदगी जीना पहले से ही चुनौतीपूर्ण होता है और ऊपर से आर्थिक तंगी हो तो मुश्किलें और बढ़ जाती हैं। लेकिन सरकार ने Divyang यानी differently-abled व्यक्तियों के लिए एक नहीं बल्कि दर्जनों schemes बनाई हैं — pension से लेकर scholarship तक, free loan से लेकर travel concession तक। समस्या यह है कि जिन्हें सबसे ज्यादा जरूरत है उन्हें सबसे कम जानकारी है। 2026 में इन schemes का फायदा उठाने के लिए सबसे पहले एक काम करना होता है — UDID Card बनवाना। बाकी सब उसके बाद आसान हो जाता है।
UDID Card क्या है और क्यों सबसे पहले यही बनवाएं?
UDID Card है क्या?
UDID यानी Unique Disability ID Card एक national identity card है जो Ministry of Social Justice and Empowerment जारी करती है। इस card पर एक unique 18 digit number होता है जो पूरी जिंदगी नहीं बदलता। यह card किसी भी Divyang व्यक्ति की disability का official सरकारी proof है और इसी के आधार पर सभी सरकारी schemes का फायदा मिलता है। पहले अलग-अलग schemes के लिए अलग-अलग disability certificate बनवाने पड़ते थे लेकिन अब UDID Card एक ही जगह सब कुछ handle करता है।
UDID Card के लिए Eligibility
Rights of Persons with Disabilities Act 2016 के तहत 21 प्रकार की disabilities को officially recognize किया गया है। इनमें Blindness, Low Vision, Leprosy Cured, Hearing Impairment, Locomotor Disability, Dwarfism, Intellectual Disability, Mental Illness, Autism Spectrum Disorder, Cerebral Palsy, Muscular Dystrophy, Chronic Neurological Conditions, Specific Learning Disabilities, Multiple Sclerosis, Speech and Language Disability, Thalassemia, Hemophilia, Sickle Cell Disease, Multiple Disabilities, Deaf-Blindness और Acid Attack Victim शामिल हैं। इनमें से किसी भी disability से affected व्यक्ति जिसकी disability 40% या उससे ज्यादा हो वो UDID Card के लिए eligible है।
UDID Card कैसे बनवाएं?
swavlambancard.gov.in पर जाएं और “Apply for Disability Certificate” पर click करें। New User Registration करें, Aadhar number से verify करें और application form fill करें। Form में disability का type, percentage और medical history भरनी होती है। साथ में Aadhar Card, passport size photo और अगर पहले से कोई disability certificate है तो वो भी upload करें। Application submit होने के बाद नजदीकी government hospital में medical examination के लिए appointment मिलता है। Medical board examination के बाद UDID Card issue होता है जिसे portal से download किया जा सकता है। पूरी process free है और card बनने में 30 से 60 दिन लग सकते हैं।
Divyang Pension — IGNDPS और State Pensions
Indira Gandhi National Disability Pension Scheme
IGNDPS के तहत 18 से 79 साल के BPL category के severe disability वाले व्यक्ति जिनकी disability 80% या उससे ज्यादा हो उन्हें केंद्र सरकार से 300 रुपये प्रति माह मिलते हैं। 80 साल से ऊपर होने पर 500 रुपये प्रति माह मिलते हैं। राज्य सरकारें इसमें अपना contribution जोड़ती हैं जिससे actual pension amount बढ़ जाती है।
State Disability Pension Amounts
राज्यों की pension amount अलग-अलग है। UP में Divyang Pension 1000 रुपये प्रति माह है। Rajasthan में 750 से 1500 रुपये प्रति माह मिलते हैं disability percentage के हिसाब से। Delhi में 2500 रुपये प्रति माह की pension मिलती है। Maharashtra में 600 रुपये प्रति माह है। Haryana में 1800 रुपये प्रति माह मिलते हैं। Apply करने के लिए gram panchayat, ward office या राज्य की Social Welfare Department website पर जाएं।
Divyang Scholarship — पढ़ाई में कोई रुकावट नहीं
Pre-Matric और Post-Matric Scholarship for Disabled Students
NSP यानी National Scholarship Portal पर Divyang students के लिए Pre-Matric और Post-Matric दोनों scholarships available हैं। Pre-Matric scholarship class 9 और 10 के students के लिए है जिसमें 700 रुपये प्रति माह day scholars को और 900 रुपये प्रति माह hostellers को मिलते हैं। Post-Matric scholarship class 11 से PhD तक के students के लिए है जिसमें course और institution के हिसाब से 900 से 2000 रुपये प्रति माह मिलते हैं। Family income 2.5 लाख रुपये सालाना से कम होनी चाहिए। scholarships.gov.in पर apply करें।
Saksham Scholarship for Technical Education
AICTE की Saksham Scholarship 40% या उससे ज्यादा disability वाले students के लिए है जो AICTE approved technical institutions में पढ़ रहे हों। इसमें 50,000 रुपये सालाना मिलते हैं जो tuition fees और incidental charges के रूप में दिए जाते हैं। Family income 8 लाख रुपये सालाना से कम होनी चाहिए। NSP portal पर apply होता है।
Top Class Education Scheme for Students with Disabilities
Ministry of Social Justice and Empowerment की यह scheme उन Divyang students के लिए है जो देश के top institutions जैसे IITs, IIMs, NLUs, NITs, AIIMS और ऐसे ही premier institutions में admission लेते हैं। इस scheme में full tuition fee, maintenance allowance, book allowance और disability-specific allowance मिलता है। यह scheme उन students के लिए है जिनकी disability 40% या उससे ज्यादा हो और family income 6 लाख रुपये सालाना से कम हो।
ADIP Scheme — Aids और Assistive Devices मुफ्त में
ADIP Scheme क्या है?
Assistance to Disabled Persons for Purchase of Aids/Appliances यानी ADIP scheme Ministry of Social Justice and Empowerment की एक महत्वपूर्ण scheme है। इसके तहत BPL और lower middle class Divyang व्यक्तियों को उनकी disability के हिसाब से जरूरी aids और appliances मुफ्त में या subsidized rate पर दिए जाते हैं। Tricycle, wheelchair, crutches, hearing aids, artificial limbs, braille kit, smart cane — यह सब ADIP scheme के तहत मिलते हैं।
कौन Eligible है और कैसे Apply करें?
40% या उससे ज्यादा disability वाला कोई भी व्यक्ति जिसकी family income 20,000 रुपये प्रति माह से कम हो वो ADIP scheme के लिए eligible है। आयु की कोई सीमा नहीं है। Apply करने के लिए जिले के District Disability Rehabilitation Centre यानी DDRC में जाएं। DDRC में medical assessment होती है जिसमें तय होता है कि किस aid की जरूरत है। Assessment के बाद ALIMCO यानी Artificial Limbs Manufacturing Corporation of India के approved camps में aid दी जाती है। यह पूरी service free है।
NHFDC Loan — Divyang Entrepreneurs के लिए
National Handicapped Finance and Development Corporation
NHFDC एक government corporation है जो Divyang व्यक्तियों को रोजगार और self-employment के लिए concessional loans देती है। इसमें व्यक्तिगत loan के लिए 3 लाख रुपये तक 5% interest rate पर, Micro Finance Loan 60,000 रुपये तक 5% पर, और higher education loan 10 lakh रुपये तक 4% interest rate पर मिलता है। Green Business Loan में solar, organic farming जैसे green businesses के लिए 30 लाख रुपये तक 5% पर मिलता है। State Channelizing Agencies के जरिए loan apply होता है — अपने राज्य की State Channelizing Agency का नाम nhfdc.nic.in पर मिलेगा।
Travel Concession — रेल और बस में छूट
Indian Railways में Concession
Indian Railways में Divyang व्यक्तियों को travel में बड़ी छूट मिलती है। Blind और orthopedically handicapped persons को sleeper class में 75% और other classes में 50% तक की concession मिलती है। एक escort यानी साथ जाने वाले को भी same concession मिलती है। यह concession लेने के लिए UDID Card या disability certificate के साथ ticket counter पर concession form भरना होता है। कुछ disabilities में free pass की भी सुविधा है।
State Roadways में Free या Concessional Travel
अधिकतर राज्यों में Divyang व्यक्तियों को state roadways buses में free या heavily discounted travel मिलती है। Delhi में DTC buses में 100% free travel है। UP, Rajasthan, Maharashtra और अन्य राज्यों में 50% से 100% तक concession मिलती है। यह concession लेने के लिए UDID Card दिखाना होता है।
Income Tax Benefits
Section 80U का फायदा
अगर Divyang व्यक्ति खुद income tax भरता है तो Section 80U के तहत 40% से 80% disability पर 75,000 रुपये और 80% या उससे ज्यादा severe disability पर 1,25,000 रुपये की flat deduction मिलती है। यह deduction medical bills या कोई proof दिखाए बिना सिर्फ disability certificate के आधार पर मिलती है।
Section 80DD — Dependent Divyang के लिए
अगर आपके परिवार में कोई Divyang dependent है जैसे spouse, children, parents, या siblings तो Section 80DD के तहत उनकी देखभाल पर होने वाले खर्च पर 75,000 रुपये और severe disability पर 1,25,000 रुपये की deduction मिलती है।
Accessible India Campaign — Infrastructure और Digital Access
Sugamya Bharat App
Sugamya Bharat App एक government app है जिसपर Divyang व्यक्ति किसी भी inaccessible building, road, transport system की complaint कर सकते हैं। यह app “Accessible India Campaign” का हिस्सा है जो public places को wheelchair और Divyang friendly बनाने का काम करता है। Complaint करने पर 30 दिन में response आना अनिवार्य है। App Play Store और App Store पर free में available है।
Grievance और Helpline
Disability Rights का National Helpline
Divyang जनों के rights और schemes के लिए national helpline number 1800-11-4515 है जो Ministry of Social Justice and Empowerment चलाती है। यह helpline Monday से Friday सुबह 9 बजे से शाम 5:30 बजे तक available है और Hindi और English दोनों में help मिलती है।
Online grievance के लिए pgportal.gov.in पर complaint दर्ज कराई जा सकती है। इसके अलावा जिले के District Disability Rehabilitation Centre यानी DDRC हर जिले में होता है जहाँ schemes से related सभी जानकारी और assistance free में मिलती है।
एक जरूरी बात
UDID Card बनवाना इन सभी schemes का starting point है। एक बार UDID Card बन जाने के बाद pension, scholarship, loan, travel concession और सभी other benefits के लिए apply करना बहुत आसान हो जाता है। अगर आपके घर में या आसपास कोई Divyang व्यक्ति है जिसके पास UDID Card नहीं है तो उन्हें swavlambancard.gov.in पर apply करने में मदद करें। यह एक ऐसा काम है जो किसी की जिंदगी में बड़ा बदलाव ला सकता है।
